High-Security Consular ID Card

To obtain a High-Security Consular ID Card, you must apply in person and bring proof of Citizenship and proof of residence in the United States. Here is a list of documents that can be used as proof of Citizenship and residence

Proof of Citizenship
  • Mexican Passport
  • Consular ID Card
  • Military Service ID Document
  • Original birth certificate and an official picture ID such as: Driver License, ID Card issued by the State of Texas, Legal Resident Alien ID Card (Green Card), or Certificate of Studies issued by the Mexican Ministry of Public Education (SEP in Spanish)
  • Baptism record and an official picture ID such as: Driver License, ID Card issued by the State of Texas, Legal Resident Alien ID Card (Green Card), or Certificate of Studies issued by the Mexican Ministry of Public Education (SEP in Spanish)
  • Declaration of Mexican Citizenship or Naturalization Certificate
Proof of Residence
  • Consular ID Card
  • Utility bills under your name
  • State issued picture ID Card
